What to Expect
Performs duties as an entry level planner within the Strategic Planning, Environmental, and Research (SPEAR) Division or the Comprehensive Plan & Policy Review (CPPR) Division.
What Qualifications are Needed
A Bachelor’s degree with a major in Planning
OR
A Bachelor’s degree with a major in Anthropology, Sociology, Political Science, Economics, Geography, or a closely related field of study; and One year of planning experience
OR
A Master’s degree with a major in Planning, Anthropology, Sociology, Political Science, Economics, Geography or a closely related field of study
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in this job description.
What You Will Be Doing
Assists senior staff with the following duties and tasks. The tasks will be position & division dependent and may include some or all of the following:
SPEAR:
- Conducts planning studies and reports relating to land use, the environment, natural resources, coastal issues, resiliency strategies, utility systems, community facilities, and community plans and programs.
- Collects, summarizes, analyzes, and presents facts and trends for use in evaluating land development proposals and community growth and development plans, studies and reports.
- Works with community groups, environmental agencies, resiliency-focused groups, and other stakeholders to gather community input and consensus on complex planning issues.
- Oversees consultant contracts, ensures consultants meets contract timelines, reviews invoices from consultants for accuracy before payout and reviews consultant deliverables.
- Writes comprehensive plan policy, updates and maintains environmental and coastal elements of comprehensive plans and reviews applicable land development regulations.
- Assists the Division Director in preparing meeting materials and running the Hillsborough River Interlocal Planning Board and Technical Advisory Committee.
- Conducts studies to be used in community and neighborhood plans and reports relating to land use, economic bases, transportation systems, utility systems, community facilities, population, and neighborhood plans and programs.
- Drafts Comprehensive Plan policy based on the above plans and reports.
- Collects, summarizes, analyzes, and presents facts and trends for use in evaluating land development proposals and community growth and development plans, studies and reports.
- Works with community groups and other stakeholders to gather community input and consensus on complex planning issues.
- Coordinates the consultant selection process which includes preparing RFPs, reviewing proposals, and conducting interviews.
- Performs general planning-related research, analysis, and makes recommendations including but not limited to case study research, best practices in planning and any other planning-related areas of importance.
- Organizes and conducts public outreach.
CPPR:
- Creates consistency finding reports for ongoing applications (i.e. rezoning requests, vacating petitions, Land Development Code amendments, etc.) which also includes site visits, meetings with County staff, meetings with applicants, attending public meetings and writing reports.
- Assists senior staff with Comprehensive Plan review related tasks.
- Assists senior staff with background research on any planning related areas of importance such as BOCC workshop preparation tasks.
- Assists with Plan Amendment preparation which includes research and report writing.
SPEAR & CPPR:
- Makes presentations on plans, studies, and reports for elected officials, committees, hearings, and community groups.
- Performs other related duties as required.
